for a new fbi headquarter site has started a bit of a fight between maryland and virginia and today, virginia threw a punch at. the fbi plans to leave their old headquarter building downtown. counties in virginia and maryland both would like to be the new spot. one of them is the federal gsa warehouse near springfield mall, but the by-product of the group of northern virginias top elected leaders gave a united message today to convince the fbi that the old dominion is the place that they want to be. >> if a decision is made on the merits, the merits being what's best for the country, what's best for the fbi, what's best for the fbi employees. i think that it will be in virginia. >> now congress will decide on the site requirements and then the gsa along with the fbi will pick the site, which will take several months. >>> all right, let's take a live look outside right now. topper will be back after the break. he has a full forecast for you. i can guarantee that you'll like this one. >>> and right after the break, big changes coming to sleeping pills. and it is suppose to keep us saf

.r. stone is following the story and joins us with more. >> reporter: pam, the fbi is in the early stages of this dig. what they're doing now is more preliminarysetting up a 40 foot work area for crews to safely work in. we're talking about a well that is pretty deep so they want to make sure their site is safe. this is new video into our newsroom in the last hour. you can see all of the experts there on the ground.this is something we did not see monday and most of the day tuesday. they are starting to go through that dirt. those with the fbi say the well is so small it's hard to see. they've cleared this area around it. a number of backhoes are also being used. they aren't actually digging into the well. they are digging at the areas around the abandoned well. crews who are out there are going to be hand sifting through the actual well. one that is 5 feet in diameter. this is a 50 foot deep wellsomething that is going to keep them busy for at least two weeks. those with the fbi tell me that they are down 10 feet so far. this is an operational area.in the next day or two they will start

security official and intelligence officer, i know f.b.i. agents who say it is the opposite of effective. it elicits bad information, and skilled interrogators can get more faster through other techniques without having to touch anybody. i also had the opportunity to work with some of the very c.i.a. officers who are depicted in the interrogation scenes in the movie who say we didn't know what was going to happen. we needed to get information right away. and you can't say it doesn't work because we got information after using these enhanced techniques as they call them clinically that we weren't getting before. now we have nothing to compare it to. we didn't kind of do the control tests where we tortured them for one set of information and interrogated them for another and able to cancel that out scientifically. there's no proof it works any better than anything else and the moral question is so messy that frankly, charlie at the end of all that with all the national peak i think the american people have kind of speaken on it. they don't have a taste for it. >> rose: what was it peter,

and oil and rigged containers to explode. james holmes' apartment is at the top and according to an fbi bob technician, he said that holmes told him that he took a boom box and remote control car and placed it outside of a garage car. he said there was a cd that he made. the first 40 minutes was silent to timed out to start playing very loud music. holmes hoped that somebody would come over to that trash bag and then see the remote control car and start playing with it. except that remote control was was not triggered to move the car. it was triggered to set off a device inside the apartment and that would trigger a much larger explosion. according to the fbi bomb technician, james holmes planned to have his apartment explode to distract and overwhelm first responders and he would walk into the theater a few miles away and start shooting. it's the kind of elaborate diabolical plot that seems to work for villains in a batman movie but in real life this diabolical part of the plan didn't work. and, wolf, investigators also testified today that in the month leading up to the shooting james

. now the f.b.i has taken over and they're searching a new well. kron-4's j-r stone is here with the story. the this is a link to wesleyan shermantine.. with a major setback the bottom of the well has been reached. at 200 ft. below the surface that is where they have not found any human remains. with to wondered feet deep is a huge blow to the fbi. 2 1/3 feet deep, they thought that this was only 50 ft. deep. now, they've already gone 200 ft. deep. there is now, water at the bottom of the wealth that has to be drained. to trade that, that-water at the bottom. but more drain efforts is going to even be more expensive. but it is likely going to go up with this well is four times deeper than they are rigidly in thought. once they clear that out they can see what they thought that it was four times deeper than they are were originally thought but that could take several more days. at this point, we are not even talking about sifting for human remains. j. r. stone, kron 4 news. >> more developing news tonight. new information tonight about damage to the bay bridge after that tank
